Team Members
George Mensah, President/CEO
George Mensah has more than thirty-three years of experience in the fields of affordable housing and community development. He founded HCD Associates after retiring from his role as the Director of the City of Miami’s Housing and Community Development department, where he served for 15 years. Before becoming the director, George held various positions including Housing Program Manager, Property Manager, and Assistant Director within that department. In Miami, he was responsible for managing a substantial budget ranging from $25 million to $100 million, which included funds from programs such as HOME, CDBG, HOPWA, ESG, Housing Choice Vouchers, and Florida’s SHIP funds. His management also encompassed Emergency Rental Assistance Program funds, various COVID-related funds from HUD, Housing Bonds, and other local general funds aimed at supporting affordable housing and public services.
Before his tenure with the City of Miami, George worked for the Florida Housing Finance Corporation (FHFC) in Tallahassee for about two years as the Housing Program Manager, where he oversaw the administration of the State’s HOME program. He also spent nine years at Neighborhood Housing Services of NYC as the Director of Lending, where he managed the non-profit’s single-family and small multifamily loan programs utilizing CDBG and HOME funds from the City’s Housing and Preservation Department (HPD), as well as funds from private banks.
George was a board member of the National Community Development Association for many years and served as president during the 2018-2019 program year. Since 2016, he has developed courses and provided both virtual and in-person training on topics such as HOME Basics, CDBG Basics, HOME Underwriting, Advanced CDBG, and Advanced HOME on behalf of the association.
He holds a Bachelor of Science Degree in Civil Engineering and an MBA in Finance, a unique combination that equips him to address all aspects of affordable housing, from feasibility studies to underwriting and construction management.
