Team Members
George Mensah, President/CEO
George Mensah has more than thirty-three years’ experience in the Affordable Housing and Community Development field. He started HCD Associates after retiring from his position as the Director of the City of Miami’s Housing and Community Development after 15 years. Prior to being the director, George worked as a Housing Program Manager, Property Manager and Assistant Director of that department. In Miami, George was responsible for managing a budget between $25 million and $100 million that includes HOME, CDBG, HOPWA ESG, Housing Choice Vouchers, Florida’s SHIP funds. Also included were Emergency Rental Assistance Program Funds, various Covid funds from HUD, Housing Bonds and other local general funds dedicated to affordable housing and public services.
Prior to joining the City of Miami, George worked for Florida Housing Finance Corporation (FHFC) in Tallahassee, Florida for about 2 years as the Housing Program Manager responsible for administering the State’s HOME program. He also worked at Neighborhood Housing Services of NYC for 9 years as the Director of Lending. He was responsible for managing the non-profit’s single-family and small multifamily loan programs using CDBG and HOME funds from the City’s Housing and Preservation Department (HPD) and funds from private banks.
George was a board member of the National Community Development Association for many years and president of the association for the 2018-2019 program year. He has developed courses and provided virtual and in-person training on behalf of the association since 2016 in HOME Basics, CDBG Basics, HOME Underwriting, Advance CDBG and Advance HOME.
George holds a Bachelor of Science Degree in Civil Engineering and an MBA in Finance, a unique combination that allows him to use his education in dealing with all aspects of affordable housing, from feasibility studies to underwriting to construction management.
